About you:
We are looking for a dynamic and experienced Head of Outsourcing and Platform Oversight to act as the key liaison between ClearBank Europe and ClearBank UK, joining our team based in Amsterdam. The successful candidate will have proven experience in a similar role and play a pivotal part in ClearBank establishing a European Bank.
Reporting to the COO for Europe, your primary role will be overseeing outsourced services to ClearBank UK, ensuring they align with regulations, policies, standards, and procedures.
In addition to your role overseeing the overall outsourcing relationship, this role will also focus on overseeing the performance and resilience of ClearBank's platform, as well as managing and forecasting the cost of outsourced services and overseeing change management activities. Reviewing, challenging, and comparing the monthly data provided against the Service Level Agreements (SLAs) and Service Level Objectives (SLOs) in place, will be key.
As a senior team member, you will provide technical advice and support, utilising your significant experience in prioritising tasks based on risk and capacity. Your ability to thrive in a fast-paced, high-change environment will be key, as will your skills in managing multiple concurrent priorities, strategic thinking, and appropriate prioritisation. You will be comfortable managing senior stakeholders and drafting papers for senior or external audiences.
Key Responsibilities:
- Assisting the COO in devising the oversight strategy and effectively communicating with senior stakeholders involved in its execution
- Defining, owning and continuously enhancing robust and efficient operating and oversight models, ensuring third parties operate effectively within the risk framework
- Ensuring compliance with ClearBank's supplier management policy, EBA guidelines, and GDPR in relation to suppliers
- Establishing and sustaining a suitable and efficient internal and shared governance framework, proportionate to the size and complexity of the client
- Regularly assessing the effectiveness of outsourcing and platform oversight controls and identifying areas for improvement
- Collaborating with the COO team to create and maintain exit strategies for impacted third parties
- Providing support to change programmes or new product development involving third parties. Coordinating with relevant internal and external partners to meet all requirements while adhering to internal policies, industry guidance, and regulations
- The internal point of contact for all outsourcing-related matters, centralising and owning communication with third parties
- Preparing regular management information for submission to the commercial and operations committee, enterprise risk management committee, and other relevant governance forums. Ensuring third-party compliance with ClearBank's policies, standards, and procedures
- Monitoring and reporting on the performance of our outsourcing operations and platforms, whilst managing and developing the outsourcing and platform oversight team
- Overseeing the closure of management actions arising from audit/review activities
- Developing and implementing policies and procedures for managing our outsourcing operations and platforms
Requirements
- A thorough understanding of the relevant regulations that directly or indirectly relate to outsourcing and third-party management, including outsourcing and third-party risk management, EBA and GDPR
- Extensive experience liaising with very senior internal and external stakeholders with the capability to influence, negotiate and build strong relationships.
- Ability to analyse large amounts of data across platforms, to identify and remediate issues
- Experience managing third party relationships, with substantial knowledge of complex business models and financial crime operations best practices and regulatory requirements within outsourcing relationships
- A deep understanding of industry best practice in systems and controls design
- Ability to work to tight deadlines under pressure, whilst maintaining a high level of quality output
