BAESSA Head of Security

Grade: GG14

Location: Riyadh

JOB PURPOSE

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons.

JOB ACCOUNTABILITIES

Reporting directly to BAE Systems Saudi Arabia (BAESSA) Director MD Office (MDO), BAESSA Head of Security is required to lead a team of security specialists undertaking security activity at over eight operating locations across the Kingdom of Saudi Arabia (KSA). As well as this key leadership role, they are responsible for providing specialist security advice to the Business, being the process owner for all aspects of security for BAESSA KSA, partner companies in KSA and its UK support locations. Additionally, the post is required to deliver services for in-scope BAE Systems PLC activities as agreed and directed by the BAESSA Director MDO.

Principle Accountabilities:

· Expected to provide strong leadership over a geographically dispersed, multi-function team to achieve objectives.

· Accountable for the overall effectiveness and performance of the Security Team within the Air KSA Business.

· Responsible for the Businesses’ compliance with security policies and subsequent OAS assurance reporting and management.

· Responsible for the management of the implementation of Company (Air Sector and Group) security policies and directives across the KSA Business.

· Responsible for ensuring that the Business meets or exceeds HMG, SAG and customer security policies and directives.

· Responsible for the maintenance of the functional capability of the Security Team to ensure successful delivery of Air KSA programmes within the Integrated Business Plan.

· Responsible for the provision of expert domain knowledge to ensure effective security performance across all of the Air KSA business.

· Responsible for the ensuring security compliance as part of life cycle management processes where necessary.

· Responsible for the achievement of required safety and SHE standards and other Business performance targets as directed by the Director MDO.

Necessary Skills, Qualifications and Experience:

· Educated to degree level (or equivalent) with experience in a security related discipline.

· Minimum of five years providing security leadership and advice to projects in the UK or FIVE EYES government sector (or commercial organisations bound by HMG security standards).

· Experience of working in a diverse multicultural environment.

· In-depth knowledge of HMG and industry standard security policies, standards and good practice.

· A thorough knowledge of HMG/SAG/defence industry security policies and indicative procedures.

· Politically astute with excellent communication & influencing skills.

· A good working knowledge of the MENA region.

· Pragmatic decision-maker with the capability to work across the business to find cost effective security solutions and risk mitigations.

· Ability to facilitate and lead discussions, obtaining commitment through negotiation and influence.

· Able to manage highly complex situations to minimise Company risk exposure.

· Risk aware and experienced in undertaking and supporting risk assessments.

· Knowledge and understanding of the intelligence cycle and its application.

· Recognised ability to deliver against challenging commitments to meet the expectations of customers and business alike.

· Operating to a standard of absolute integrity and professionalism.

· Track record of communicating effectively and briefing at the executive level.

· Excellent oral and written communications and familiar with the MS Office suite of administrative applications.

· Hold or have the ability to obtain a UK DV security clearance.

RECRUITMENT SPECIFICATION

Specific Leadership Responsibilities:

In their leadership position the incumbent will:

· Develop and maintain a strong leadership presence that reflects the role and its grade.

· Demonstrate leadership behaviours that are in line with the BAE Systems Code of Conduct.

· Be a role model for both peers and subordinate employees by setting and upholding the highest leadership and day-to-day working standards.

· Follow all of the Company’s working guidelines in accordance with the BAE Systems KSA Business Governance Framework and its supporting documents.

· Mentor subordinate employees to develop them professionally.

Specific Security Responsibilities:

· Day-to-day functional leadership of the BAESSA Security Team.

· Management of the implementation of Company (Air Sector and Group) security policies and directives across the KSA Business.

· Provision of specialist advice to the MD, Director MD Office, Management Board, senior leadership team and subordinate programmes and functions.

· Provision of bespoke security consultancy to all BAE Systems KSA Business areas to maximise efficiencies and overall security excellence.

· Provision of a central point of escalation for critical security risks into the BAESSA management board and business reporting cycles.

· Ensuring compliance with Company (Air Sector and Group) security policies and directives.

· Reporting of security assurance compliance through the Operational Assurance Statement (OAS) and the management of any associated ‘return to green’ activities in the event of non-compliance.

· Ensuring that security functional governance is established and effectively applied.

· Management of the implementation of relevant HMG and Saudi government security requirements

· Ensuring compliance with HMG and Saudi government security requirements.

· Liaison with HMG and KSA national security agencies as required.

· Management of security assessments and reviews of BAESSA operations/locations as required by Company (Air and Group), HMG and Saudi Arabian Government (SAG) policies and directives.

· Leading security investigations when directed to do so by the BAESSA MD or Director MDO.

· Where necessary, development of subordinate BAESSA security policies to support the KSA Business.

· Where required, provision of travel advice to BAE Systems employees living in and travelling to KSA.

· The monitoring and management of the professional standards and performance of guarding and security support contracts.

· Liaison with BAESSA Export Control and Cyber Security functions to ensure a fully integrated and holistic approach to security across the KSA Business.

· The delivery of co-ordinated security related communications in partnership with the in-Kingdom cyber security and export control teams.
