At United Utilities, we’re looking for a Submission Strategy Manager to play a central role in shaping the narrative behind our major regulatory submissions. This is an opportunity to connect strategy, technical insight and storytelling to help influence investment decisions that will affect millions of customers.

What you’ll be doing

In this role, you’ll work across teams to turn complex technical inputs into a clear, consistent and persuasive submission. You will:

  • Shape the narrative – Develop a clear, evidence-based story that brings together strategy, investment priorities and technical insight
  • Connect complex inputs – Integrate modelling, technical documents, business cases and assurance outputs into a cohesive whole
  • Collaborate across the business – Partner with colleagues in strategy, engineering, finance, delivery and more to align thinking and strengthen the submission
  • Create clarity from complexity – Ensure content is well-structured, consistent and easy to understand for a wide range of audiences
  • Support decision-making – Prepare materials and insights for senior leaders and governance forums
  • Keep things on track – Help align programme milestones, dependencies and risks to deliver high-quality outputs
  • Engage stakeholders – Represent the technical narrative in conversations across the organisation and beyond

What we’re looking for

We recognise that people bring different experiences and perspectives, and you don’t need to meet every requirement to apply.

You might bring:

  • Experience in strategy, programme delivery, regulation, planning or similar fields
  • The ability to translate complex or technical information into clear, engaging content
  • Confidence working across teams and building relationships in collaborative environments
  • Strong communication skills, including working with senior stakeholders
  • An analytical mindset with the ability to challenge and bring clarity to complexity
  • Experience in regulated sectors (e.g. water, energy, infrastructure) is helpful but not essential
