About Laldia Container Terminal (LCT)

Laldia Container Terminal (LCT) is a joint venture between APM Terminals and QNS Container Services Ltd. The project involves the development of a new greenfield container terminal in Chittagong, Bangladesh. Once commissioned, LCT will significantly enhance Bangladesh’s port capacity, strengthen regional trade connectivity, and support Maersk and other customers with improved operational efficiency and service reliability.

Role Overview

The Head of Finance will play a critical leadership role in both the project execution phase and the transition into operations. As an early member of the leadership team, the role is responsible for establishing and leading the end-to-end finance function — building governance, systems, processes and controls from the ground up.

The role partners closely with the MD, Project Director and shareholders to ensure financial discipline, regulatory compliance, funding management and robust reporting throughout the project lifecycle. This includes managing project budgets, financial institutions (including IFC), cash flow, risk management and the transition to APMT corporate systems.

This is a hands-on leadership role suited for someone comfortable operating in a lean, start-up environment while driving strategic financial oversight.

Position is based in Chittagong, Bangladesh with frequent travels to Dhaka.

Principal Accountabilities

  • As an initial member of the finance team, take full end to end ownership of the finance function, operate effectively with a lean team and be comfortable handling both strategic responsibilities and hands-on, tactical/stewardship tasks securing end to end ownership of the finance function in the start up phase
  • Be a key contributor in the overall management and implementation of the project in line with the decision base and approved budget
  • Act as the primary point of contact for all finance related interactions with the JV partner and support the MD and Head of portfolio in broader JV discussions related interactions
  • Support MD to engage with relevant government bodies
  • Implement end to end finance processes and control processes relating to interim financial system during the startup phase and thereafter transitioning to APMT corporate systems
  • Ensure compliance with concession, shareholder and financing agreements, policies, systems, procedures, standards, accounting GAAPs and the approved governance structure
  • Manage local legal requirements, including acting as secretary to the local Board
  • Produce and manage financial reporting to financial institutions (including IFC), internal stakeholders, and local authorities
  • Interact with banks; prepare funds flow reports; analyse and recommend transfers to avoid idle funds
  • Prepare funds utilization and cash forecasting reports in collaboration with the Project Controls Lead
  • Prepare financial input to business cases, perform scenario analysis and execute long term scenario forecasts against the original Business Plan
    • Drive the regular preparation and completion of an Investment Follow Up process (IFU)
  • Lead and coordinate the project’s risk management strategy; provide recommendations to the MD, Head of PE and project management team
  • Establish proper internal controls and manage financial matters relating to shareholders.
  • Contribute within the project management team to drive strategic initiatives preparing the terminal for future operations
  • Lead the procurement function and ensure effective compliant cost management
  • Drive and contribute to strategic improvement initiatives
  • Manage, motivate, coach and instruct finance staff; facilitate cross functional cooperation
  • Comply with all relevant occupational health, safety, security and environmental legislation, standards and procedures; actively engage in HSSE systems
  • Demonstrate best practice HSSE leadership as part of the management team‑practice HSSE leadership as part of the management team
  • Ensure HSSE management is integrated into all activities within the area of responsibility
  • Understand and mitigate key elements of shareholder and project risk profiles

Experience & Qualifications

Experience

  • 10+ years of progressive finance experience, including 2+ years in leadership roles

  • Strong experience in project finance, capital projects or infrastructure environments

  • Proven experience setting up finance processes and controls preferred

Skills

  • Strong analytical and financial modelling capabilities

  • Experience managing funding institutions and banking relationships

  • Entrepreneurial mindset with ability to build systems from scratch

  • High integrity and strong governance orientation

  • Excellent communication and stakeholder management skills

  • Advanced Excel and financial systems proficiency

Education

  • CA / CPA or equivalent professional qualification preferred
