Help shape the delivery of our biggest-ever capital investment programme

Anglian Water is delivering an AMP8 capital programme of approximately £11 billion. It will improve resilience and protect the environment while supporting regional growth and delivering better outcomes for customers and communities.

We are looking to appoint a Portfolio Delivery Manager or Senior Portfolio Delivery Manager to join our Capital Delivery PMO. We are particularly interested in candidates with the experience to operate at Senior level, although the level of appointment will reflect the successful candidate’s experience and capability. We welcome applications from established portfolio leaders as well as experienced capital delivery professionals who are ready to take on a broader portfolio role.

You will help bring together planning, performance, risk, governance and delivery insight across complex investment portfolios. Working with internal teams, delivery vehicles and partners, you will provide the coordination, challenge and forward-looking visibility needed to support confident decisions and successful delivery.

The scope and level of accountability will reflect the level of appointment. You will take ownership of complex portfolio activity, work across organisational boundaries and influence delivery decisions. At Senior level, this will include greater leadership responsibility, engagement with senior stakeholders and coordination across multiple teams and delivery interfaces.

What matters most is your ability to collaborate, think critically and use evidence to drive action. You will bring credible capital delivery experience and the confidence to improve performance in a complex environment.

Monitor delivery performance and use forward-looking insight to identify emerging risks, issues and opportunities.
  • Work across project, programme and portfolio teams to strengthen planning, coordination and decision-making.
  • Support the effective operation of Portfolio Boards and other governance forums, ensuring decisions are clear, evidence-based and followed through.
  • Maintain oversight of portfolio risks, issues and mitigations, escalating material concerns at the right time.
  • Translate complex delivery information into clear messages, recommendations and actions for senior leaders.
  • Challenge delivery confidence, forecasts and assumptions constructively, helping teams identify practical interventions.
  • Build strong working relationships across Capital Delivery, Finance, Commercial, Strategic Investment Management, operational teams and delivery partners.
  • Promote consistent standards, continuous improvement and effective use of lessons learned across the portfolio.
  • Help maintain clear links between investment, regulatory commitments, customer outcomes and delivery priorities.
  • Lead complex portfolio activity, provide strategic advice and coordinate action across multiple teams and delivery interfaces. Contribute to the continued development of Capital Delivery PMO capability, ways of working and portfolio maturity.

What does it take?

We are looking for a credible capital delivery professional who can demonstrate many of the following:

  • Experience in portfolio, programme or project management within a complex capital delivery, infrastructure, construction, engineering or utilities environment.
  • A track record of improving capital delivery through effective planning, governance, risk management, performance insight or intervention.
  • The ability to connect information across projects and programmes and turn it into a clear portfolio view.
  • Confidence working with a range of stakeholders, aligning different teams around shared priorities and outcomes.
  • Strong analytical, planning and prioritisation skills, supported by sound judgement.
  • The ability to communicate complex information clearly and influence decisions at an appropriate level.
  • Relevant capital delivery experience is essential. This role is not aimed at candidates whose experience is solely in IT or digital project management without substantial transferable capital delivery experience.
  • Experience of water, infrastructure, utilities or another regulated capital environment is desirable.
  • Knowledge of commercial and contract environments, including NEC contracts, would be advantageous.
  • A relevant degree, professional qualification or equivalent experience in portfolio, programme or project management.
  • Confidence using Microsoft 365, Power BI or other reporting and visualisation tools.

You do not need to meet every requirement. Strong capital delivery experience and the ability to work across complex programmes or portfolios are important.

What we offer

  • Private healthcare with no excess.
  • 26 days’ annual leave, rising with service, plus bank holidays.
  • A flexible working culture.
  • A competitive pension scheme, with employee contributions double-matched up to 7%.
  • Life assurance at eight times your salary.
  • Personal accident cover.
  • A company bonus scheme.
  • A wide range of employee discounts and flexible benefits.
  • Paid time off when you are physically or mentally unwell.
  • An excellent family leave package.
  • Access to wellbeing and financial support services.

Why Anglian Water?
