Compliance and Governance Specialist

Job Description

The Compliance Specialist supports the Head of Compliance and Governance in executing and maintaining Maersk Line, Limited’s compliance and security programs. This role is responsible for the day-to-day implementation of compliance initiatives, ensuring adherence to U.S. Government contracting requirements, regulatory frameworks, and internal policies.

The position operates at the intersection of compliance, federal contracting, and industrial security. The Compliance Specialist works closely with the Facility Security Officer (FSO), IT Security, Contracts, HR, and operational teams to maintain compliance, protect sensitive information, and ensure readiness for audits and regulatory reviews.

Key Responsibilities:

  • Maintains MLL’s compliance program, including policies, Standard Operating Procedures (SOPs), and internal controls, ensuring alignment with guidance from the Head of Compliance and Governance.

  • Supports the Quality Assurance Action Plan (QAAP), including non-conformance tracking, root cause analysis, and implementation of corrective actions.

  • Conducts internal compliance reviews and audits to assess adherence to contractual, regulatory, and internal requirements.

  • Support regulatory risk identification and mitigation efforts, escalating material risks to the Head of Compliance as appropriate.

  • Support compliance oversight of U.S. Government contracts and other programs, ensuring adherence to contractual terms and regulatory requirements.

  • Assist in contract and subcontract reviews to identify compliance obligations, Federal Acquisition Regulations (FAR)/Defense Federal Acquisition Regulations (DFARS) clause applicability, and risk areas and support implementation across operational teams.

  • Monitor contract execution and lifecycle activities to ensure compliance with invoice requirements, documentation standards, and audit expectations.

  • Coordinate with the Government Contract Execution (GCE) team to ensure compliance expectations are implemented and maintained.

  • Maintain the company’s System for Award Management (SAM) registration and related regulatory systems, ensuring accuracy of entity information, representations and certifications, and points of contact; coordinate with internal stakeholders (Finance, Contracts, and leadership) to validate critical data; ensure alignment across systems (e.g., Procurement Integrated Enterprise Environment or PIEE, Contractor Performance Assessment Reporting System or CPARS); and support subcontractor due diligence through SAM status, exclusions, and responsibility reviews

  • Support Supplier Performance Risk System (SPRS) submissions and CPARS documentation activities in coordination with internal stakeholders and the Head of Compliance.

  • Support accurate statutory and audit reporting for Maersk Line, Limited entities and processes.

  • Administer digital certification tools (e.g., YubiKey), ensuring proper access control and compliance with cybersecurity and regulatory requirements.

  • Support implementation of compliance initiatives to maintain a compliant business environment (e.g., Federal Maritime Commission or FMC, Customs Trade Partnership Against Terrorism or CTPAT, supplier compliance programs).

  • Support cargo screening processes to ensure shipments comply with International Traffic Arms Regulations (ITAR), Export Administration Regulations (EAR), sanctions regulations, and other applicable laws.

  • Identify and escalate compliance risks related to vendor activities, cargo screening, and regulatory requirements.

  • Maintain compliance training records to ensure adherence to regulatory and contractual requirements.

  • Coordinate documentation, root cause analysis, and corrective actions in alignment with internal policies and regulatory requirements.

  • Assist in meeting reporting obligations to government agencies when required.

  • Support cybersecurity compliance initiatives related to Department of Defense (DoD) contracting requirements, including Cybersecurity Maturity Model Certification (CMMC) readiness and National Institute of Standards and Technology Special Publication (NIST SP) 800-171 controls, in coordination with IT and Compliance leadership.

  • Additional duties as assigned.

Key Responsibilities as Industrial Security Coordinator:

  • Facility clearance (FCL) Administration: revise as necessary the System for Award Management (SAM) database; Assist with updating (Security Agreement (DD Form 441), current Contract Security Classification Specifications (DD 254), and other security correspondence required by Defense Counterintelligence and Security Agency (DCSA) as needed. Perform administrative FCL functions in the National Industrial Security System (NISS) and follow-on platform.

  • Visitation Logs and Records: Maintain Maersk Line, Limited and Farrell Lines visitation logs and records in accordance with 32 CFR Part 117 the National Industrial Security Program Operating Manual (NISPOM), the SSA and associated Visitor Control Plan (VCP).

  • Support preparation for DCSA audits, inspections, and security reviews, including documentation and corrective action tracking.

  • Participate in the Insider Threat Program Working Group that is held quarterly.

Position Specifications:

  • Education and Experience

    • Bachelor’s degree from an accredited institution with preferred experience of 3–5 years in U.S. Government contract compliance, regulatory oversight, or related field; or minimum of 8–10 years of relevant experience in U.S. Government contract compliance or related disciplines in lieu of a degree.

    • Candidate must be a U.S. citizen capable of obtaining a security clearance from the Defense Counterintelligence Security Agency (DCSA)

  • Technical Skills and Competencies Required

    • Strong organizational skills

    • Good working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and other regulatory agencies that support US Government contracts, Federal Maritime Commission (FMC) required

    • Excellent writing and communication skills

    • Knowledge of Maersk and Maersk Line, Limited systems preferred

    • Good working knowledge of Microsoft Office Systems
