Description
We are seeking an experienced Telecom Chief Engineer for Satellite Constellations (d/m/f) in Germany to spearhead the comprehensive design, development, and validation & verification of satellite constellations for an upcoming large-scale satellite telecommunications program in Germany. This role is pivotal in identifying and fulfilling customer requirements for new constellation projects. Derived from the customer and user requirements your initial focus is on the satellite constellation architecture and design specifications for the corresponding segments (Space, Ground, Launch and User Segment).
You are responsible for all engineering contributions and you are leading the constellation programme system engineering team.
The technical context in which you intervene requires you to address a wide technical spectrum. An understanding of RF and optical payloads, LEO constellations, telecommunication and data transmission protocols, etc.
You contribute functionally to the transnational constellation team based in Toulouse and enable a footprint in Germany for national applications.
Tasks in General:
You will be responsible for:
- Lead the end-to-end (E2E) mission and satellite constellation design and specification for the entire programme life cycle.
- Define relevant technical specifications and engineering deliverables in a structured way.
- Define the Constellation CONOPS (Concept of Operations) and E2E Mission Performance and Validation/Verification strategy.
- Manage schedule, cost, quality, and risk to ensure successful project completion and customer satisfaction.
- Managing technical definition, engineering deliverables, schedule, cost, quality and risk management aspects up to final customer acceptance.
- Ensure final internal and external customer acceptance of the project deliverables.
Your main tasks and responsibilities will include:
- Capturing customer and RFP requirements, generating corresponding solutions and producing technical specifications.
- For technical content, be the point of contact for industrial partners and enable an industrial optimized design solution.
- Identifying and preparing a key technology development plan.
- Running set based concurrent development options and down selecting to meet program maturity milestones.
- Producing the technical Work Breakdown Structure, the development schedule and technical risk management, and ensuring that all technical teams provide on-time on-quality on-cost deliverables.
- Continuously monitoring progress, ensuring timely resolution of technical issues and leading engineering change management including customer requests acceptance/rejection.
- Approving the necessary budget for engineering resources related to the program engineering tasks and verifying resources availability,
- Supporting industrialisation, production, integrated logistics and customer support and assuring continuous safe operations,
- Adapting standard product development processes to be lean, with agreement of CTO, to meet specific program needs.
Business travels can be expected twice per month in Germany/Europe and consequently, you must be willing to travel accordingly.
Tasks in particular
- Quick understanding of complex technical correlations and comprehension of customer requirements from the space sector and in particular for telecommunication satellite constellations.
- Possess a strong understanding of Space System Engineering, with a focus on the technical interactions between Space, Ground, Launch and User Segments.
- Coordination of the interfaces with the involved stakeholders
- Translating customer requirements into an efficient and feasible architecture
- Define payload mission and operational concepts (including rationale)
- Creating technical "trade-offs" and system analysis in a structured and methodical approach
- Creating and Maintenance of the system performance budgets
- Creating and Maintenance of the functional and operational breakdown of the payload requirements
- Compiling the technical risks and defining necessary technology developments
- Preparation of the technical feasibility evidence
- Preparation of technical reports and cost estimates
- Preparation of development schedules including necessary qualifications and verifications & validations
- Set up technical engineering plans (e.g., development, validation and verification plans) for the constellation programme
- Delivering strategic requirements to the industrial set up of the programme
- Willingness to travel on business is required
Qualifications
Hard Skills:
- Experience in working with optical/RF communication satellite payloads & technology in Phase B/C/D projects
- Degree in engineering and professional experience of more than 8 years (in-depth space knowledge is an advantage)
- Experience in systems engineering between 5 to 8 years
- Experience in satellite mission constellation design definition and CONOPS
- Experience in requirements and verification management.
- Experience in space mission design, analysis, specification, verification and validation
- Experience in technology development & management
- Experience at mission level with applications of instrument technologies (optical, telecommunication)
- Experience in Model Based Systems Engineering (MBSE)(desirable but not a requirement)
- Mission simulation experience (desirable but not a requirement)
- VPM & Obeya experience
(desirable but not a requirement) - Experience in "System Lifecycle" phases 0/A to E
(desirable but not a requirement) - Knowledge of ECSS standards (especially engineering standards)
- Understanding of costs and cost drivers
- Understanding of engineering planning (sequences and schedules)
- Experience in identifying technical risks and opportunities
- Experience in dealing with military customers, authorities and suppliers
- Experience in export control (EAR, ITAR, etc)
- Language level English (C1) and German level (C1)
Soft Skills:
- Strong leadership skills with the ability to manage complex engineering projects (understanding of the AIRBUS Leadership Model)

- Unterstützung der Industrialisierung, Produktion, Logistik und Sicherstellung des kontinuierlichen sicheren Betriebs.
- Anpassung von Standard-Produktentwicklungsprozessen in Abstimmung mit dem CTO (Lean-Ansatz).
- Reisebereitschaft innerhalb Deutschlands/Europas (ca. zweimal pro Monat).

- Schnelles Verständnis komplexer technischer Zusammenhänge und Kundenanforderungen aus dem Raumfahrtsektor (insb. Telekommunikation).
- Koordination der Schnittstellen mit den beteiligten Stakeholdern.
- Übersetzung von Kundenanforderungen in eine effiziente und machbare Architektur.
- Definition von Payload-Missionen und Betriebskonzepten (inkl. Begründung/Rationale).
- Erstellung technischer Abwägungsanalysen (Trade-offs) und Systemanalysen.
- Erstellung und Pflege von System-Performance-Budgets.
- Erstellung von Machbarkeitsnachweisen, technischen Berichten und Kostenschätzungen.
- Erstellung technischer Engineering-Pläne (z. B. Entwicklungs-, Validierungs- und Verifizierungspläne).
Qualifikationen
Hard Skills:
- Erfahrung mit optischen/RF-Kommunikationsnutzlasten in den Projektphasen B/C/D.
- Abgeschlossenes Ingenieursstudium und mehr als 8 Jahre Berufserfahrung (vertieftes Raumfahrtwissen von Vorteil).
- 5 bis 8 Jahre Erfahrung im Systems Engineering (insb. Missionsdesign, CONOPS, Anforderungen und Verifizierung).
- Erfahrung mit Instrumententechnologien und Model Based Systems Engineering (MBSE) (wünschenswert).
- Kenntnis der ECSS-Normen (insbesondere Engineering-Standards).
- Verständnis von Kostentreiberanalysen und Engineering-Planung.
- Erfahrung im Umgang mit militärischen Kunden, Behörden und Lieferanten sowie im Exportkontrollrecht (EAR, ITAR).
- Sprachkenntnisse: Englisch (C1) und Deutsch (C1).
Soft Skills:
